Doug Ose's 10 Year History of Censure and Hostility Twoard GOP Central Committees

Some have complained that the Modoc and Placer Central Committee endorsing Republican Tom McClintock over “Republican” Doug Ose is divisive.

I would contend that such an endorsement is with considerable merit.

Ose started running afoul of Central Committees 10 years ago.

1998 CENSURE

In 1998, Doug Ose was Censured by the Glenn County Republican Central Committee and the Yolo County Republican Central Committee over vicious attacks against then-Assemblymember Barbara Alby.

On April 30, 1998 the Glenn County Republican Central Committee issued their resolution and were followed by Yolo County on May 11, 1998. The Local media covered the Censure on May 16, 1998 in the Woodland Daily Democrat.

The Yolo County Republican Assembly added their resolution on April 30, 1998 as well. This was a different Yolo CRA than the current iteration that exists today. (The Yolo CRA was defunct in 2004, and re-chartered in 2007)

GUTTING CENTRAL COMMITTEES

After winning his seat in Congress – aided and abetted by Democrat Vic Fazio, Doug Ose began a process of installing his allies on local Central Committees. The results have played themselves out in Sacramento’s GOP Committee, where fund-raising has all but ceased and registrations have bled-out to the point that Lungren’s Congressional District is only now +5%.

One thing was certain – the Ose allies on that committee made sure that almost anyone connected with the Sacramento CRA chapter were consciously held out of leadership. With an alienated Conservative base, the results were self-evident.

ATTACKING PLACER IN 2002

The Ose-MainStreet Partnership vision found its’ way to Placer County 6 years ago. They recruited a complete slate of Central Committee candidates specifically to back up Bill Kirby who was running against John Doolittle in the primary. The Placer County Republican Congress was the front club and Doug Ose was their primary supporter, booster and fundraiser for their effort.

In 2002, Doolittle was at the height of his power. Abramoff was still getting Ose and Doolittle campaign cash.

In the ensuing six years, Doolittle fell hard to the point of having the NRCC run drill after drill against him to finally get him to retire.

PREPARING TO RUN FOR CONGRESS

Doug Ose was angling for a return to Congress as early as Winter of 2007. Ose, as it turns out, had made several trips to DC in 2007. These were likely to renew acquaintances and to lobby for farm subsidy money… but people on the Auburn Dam Council and Capitol types had warned this blogger in late 2007 that Ose was making noise.

So, five years after supporting an effort to oust Doolittle – Ose was angling for his seat in Congress.

2008 RETURN TO CENSURE OVER KAMIKAZE CAMPAIGN

Recently, the Butte County Central Committee Censured Ose over his vicious attacks against McClintock. This means the latest chapter in Doug Ose’s anti-Republican history.

Again – Ose is being called on the carpet for his attacks against another Republican… This time, it is Tom McClintock.

What is different here is that Ose is so far behind in the polls, he can not possibly win. (Please Quote me) Ose has decided that he is going to go down and take McClintock with him.

Ose has spent more of his own money launching a Kamikaze attack against Tom McClintock. Ose has decided to invest this latest cash infusion in ads designed to dovetail with Charlie Brown’s impending strategy to take the seat for Ose’s fellow Democrats in November.

No Wonder why Ose has been getting Censured for 10 years by the Republican base. He is the embodiment of what many of my CRA friends mean when they say, “Most Moderate activists see Conservatives, not Democrats as the enemy.” The CRA, not any other group is most closely aligned with the Republican base.

How Ose’s behavior is going to reflect on Tom Cole, the NRCC Chairman who sat by while Liberal Republican Millionaires destroyed Conservative Opponents costing the GOP two seats in Congress in LA and MS, remains to be seen.

The Butte County Censure resolution and others that will follow it are notice to the Beltway crowd that CA-04 is not like other districts… we are not going to lay down while the MainStreet Partnership engages in fratricide just to prevent a Conservative from winning.

Endorsements Continue to Roll In For McClintock (NRA, Gun Owners, NTU, Eagle Forum)

I am proud to say that the CRA was Tom’s first major endorsement in the 4th CD race, however.

National Rifle Association (NRA) Endorses McClintock Second Gun Organization in as Many Days to Support McClintock’s Congressional Bid

One day after receiving an endorsement from the Gun Owners of America, State Senator Tom McClintock received the endorsement Wednesday from the National Rifle Association. McClintock, who has earned lifetime ratings of A+ from both organizations, is clearly a strong defender of Second Amendment rights.

“As a member of the California State Legislature for almost two decades, you have been a champion for our Second Amendment rights and hunting heritage,” said NRA chairman, Chris W. Cox in an endorsement letter to McClintock.

Cox said McClintock has been an outspoken advocate of gun rights and sporting traditions and the NRA is proud to endorse him for Congress.

OSE CAMPAIGN ACCUSED OF VIOLATING FEDERAL ELECTION LAWS

The Placer County Republican Party Files a Formal FEC Complaint against Ose for Failing to Disclose Campaign Contribution

Roseville— The Placer County Republican Central Committee has filed a formal complaint with the Federal Elections Commission in Washington D.C. alleging that Doug Ose’s Campaign for Congress distributed a direct mail piece that violated federal elections laws.

Ose is running against State Senator Tom McClintock in the Republican Primary for the 4th Congressional District to replace Rep. John Doolittle.

“Placer County Republicans request an immediate investigation,” said Tom Hudson, Chairman of the Placer County Republican Party. “We believe that the Ose Campaign engaged in unfair campaign practices and violated federal election laws.”

According to the complaint, the Ose Campaign for Congress recently sent voters a direct mail piece that shows an illustration of opponent Tom McClintock that is both silly and demeaning. The problem for Ose is the so-called ‘creative material’ is identical to the graphic artwork used against McClintock by then-opponent Dean Andal in the 2002 Republican Primary campaign for State Controller. McNally-Temple & Associates is the consultant for both Doug Ose and Dean Andal, currently a GOP candidate for Congress in the 11th Congressional District. Andal was not named in the complaint filed by Placer County Republicans.

“The law is quite clear about proper reporting of contributions to political campaigns,” said Chairman Hudson. “Ose is a liberal millionaire who can afford to pay for his own campaign material. Instead, Ose and his consultants recycled artwork from another candidate. The question is, who paid for this work and why wasn’t it reported properly?”

“This item had value to Andal in 2002 and has obvious value to Ose in 2008,” said Hudson. “That makes this an in-kind contribution that must be reported by Ose.”

There are many questions that need review by the FEC. Did Ose’s campaign and consultants get permission from the original owner of the material, Dean Andal, to use the recycled artwork from the 2002 race for State Controller? In other words, did Andal approve this attack piece on McClintock? Did Ose and his consultants properly disclose the in-kind contribution from the original owner of the artwork? Was “state money” used illegally to fund a federal election campaign?

“Placer County Republicans believe that once Ose failed to report the contributions properly, Ose violated federal campaign laws. We request an immediate investigation by the Federal Elections Commission,” Hudson said.

Absentee voters will begin casting ballots for the June 3rd California Primary in less than 30 days. “Time is of the essence,” he concluded.

OSE TRIGGERS ‘MILLIONAIRE AMENDMENT’ IN CONGRESSIONAL RACE

ROSEVILLE—The Ose for Congress Campaign made it official Tuesday, Doug Ose is trying to buy a seat in Congress by pouring hundreds of thousands of dollars of his own money into his campaign, according to the official notification he sent to opponents. Ose announced that he triggered the ‘millionaire’s amendment’ late Tuesday, crossing the $350,000 threshold one day after the campaign filing deadline.

“Ose is a liberal millionaire who thinks he can buy this election with negative personal attacks,” said Stan Devereux, McClintock’s campaign spokesman.

“The people of this district would rather have a conservative carpetbagger than a liberal millionaire who speaks out of both sides of his mouth,” Devereux said. “McClintock is the real conservative in this race, the other carpetbagger Doug Ose is the liberal.”

Under provisions of the Bipartisan Campaign Reform Act (BCRA) known as the “Millionaire’s Amendment,” candidates running against a self-financed opponent may be eligible to receive contributions from individuals at increased limits and to have increased coordinated party expenditures made on their behalf.

Ose Goes Negative - Desperation and Laziness?

An Attack Mailer has hit mailboxes today. Does Ose know what Washington DC Knows?

Apparently McNally-Temple is either lazy or are plagiarizing a mailer they used in the Controller’s race when they unsuccessfully promoted Dean Andal against Tom McClintock.

The Mailer that was done in 2002 has been carbon-copied by team Ose in 2008. It features a characature of Tom on a bird’s body and says feathering his own nest.

The mailer quotes Tony Quinn twice – who wrote a column in the LA Times – who works for McNally-Temple and quotes Jim Dutra and the Sacramento Union. Dutra and Richard Temple go back to their days in the Republican caucus in the 1980’s.

Doug Ose is desperate… he is resorting to negative campaigning because he must have seen the polling numbers.

Obviously, someone with ties to the purse-strings knows that Ose is losing badly!

Why do we have an Ose "Emporers Club" - what happened to the local electeds?

Doug Ose has been touting his endorsement list and has been hiding behind it to avoid scrutiny for his liberal views and record. Those on his endorsement list may not have figured that Ose would use their endorsement to try and reinvent himself into a Conservative with his advertising. Maybe they did…

When it was Rico Oller versus Doug Ose, I called several on the Ose endorsement list and asked them why they were supporting someone as Liberal as Ose over a known Conservative like Oller. I was told by almost everyone I talked to that they did not like Oller – and that they would do whatever it took to keep Oller out of office.

In essence – they were voting no on Oller, not yes on Ose.

In the Chaos that has been the 4th Congressional District race there were several groups -

The Local Elected Doolittle Camp that have mostly migrated over to Ose.

There was the Liberal ABD caucus that were first out of the gate supporting their patron saint Ose after Doolittle retired. (see also Mike Holmes)

There was the Conservative ABD caucus that have migrated over to McClintock (Gaines, Egland, etc…) in the wake of Doolittle retiring and Oller’s three-week campaign ending.

There were the Conservative activists / electeds that migrated from Doolittle to Oller to McClintock… (Keene / Aanestad / CRA)

Ted Gaines is simple – I railed on him for being disloyal to Doolittle, nothing more. Gaines did not shift himself ideologically to Run for Congress – and after Doolittle retired, he endorsed Oller then McClintock.

The Local electeds had a little more to say when I called again after Oller retired from the race. I asked them, now that you have a Conservative you don’t dislike in the race are you going to dual endorse?

Before I had a chance to make those calls – an email went out with a bunch of signatures basically saying “carpetbagger go home” to McClintock. I found that ironic as at the time Ose was still a McCain delegate from another Congressional District. Then the campaign shifted to saying Ose is from Northern California – I started wondering why the Ose Emporers Club was solidifying around a non-issue in the campaign.

I asked people two questions – why not stay out? If you can’t stand Oller, and Ose is a liberal… why not stay out?

What about the Life issue? (Ose “F” from Nat’l Right to Life) What about the Gun Issue? (Ose “F” from GOA, D+ from NRA) What about immigration? (Ose “F” from FAIR)

I got responses of, “Ose has made promises”, “he answered my questions”... why not McClintock who leaves no doubt on those issues!?

These simple questions have led to several conspiracies -

What did Ose promise these people? One theory is a pay raise for the Placer Supervisors – something two of them I talked to said was patently false.

I have not reached the conclusion of the Doug Ose Emporer’s Club because I function in a vacuum.

When given every opportunity to switch from Ose to McClintock, they refused.

What are they going to do when Ose starts going negative on McClintock? Ose is down 38 points (49-11) plus an additional 14 points of polling room endorsed McClintock when Egland and Oller withdrew.

Ose is going to have to savage McClintock to have any hope of beating him in the Primary. That savagery will make my blogs look like child’s play – because Ose will have to continue lying like he is when he is calling himself conservative. He will have to assassinate McClintock with fraudulent claims.

Doug Ose has

Given money to Democrats running for office
been an established liberal on the issues
raised money against conservatives
assisted in attacks against conservative central committees

Tom McClintock has

been a champion for conservative issues
supported numerous Republican candidates for office
raised money for conservative candidates for office

Why choose a liberal icon like Ose and why stay with him after the “hated” Rico Oller yielded to Tom McClintock!?

Here’s what came over from Tom McClintock today … no mystery anymore.

Dear E-Team:

THANK YOU for your outpouring of support and encouragement in response to my consideration of a congressional candidacy. I am deeply grateful for the generosity and kind wishes that so many have expressed.

The polling from the 4th Congressional district has been overwhelming. As you may know, a conservative advocacy group commissioned a poll at the beginning of this month and it reported that I would begin the campaign with a 33-point lead over the nearest rival. I subsequently commissioned a full benchmark poll by a different firm that reported a margin of 38 points.

And so, I will be announcing my intentions at 10AM on Tuesday, March 4th at Auburn’s Historic Courthouse (101 Maple Street, Auburn). I would be honored to have you join me for this announcement.

Despite this very sizeable lead, I must first defeat a liberal millionaire to represent this solidly conservative district. He has already vowed in the press that he will immediately unleash a $500,000 advertising blitz if I dare to challenge him.

Breaking News Alert! Doug Ose Misses Deadlines to Renew Advertising

This just in – Doug Ose has failed to renew his advertising campaign on the Radio and TV.

This is apparent reaction to Tom McClintock’s pending announcement. (Click Here for Story about announcement)

Ose will go dark Tomorrow. Ose had been advertising at least on KCRA channel 3 and 1530 KFBK.

This suggests that the announcement of Tom McClintock and vain efforts by the Ose campaign to keep McClintcok out of the 4th CD race have caused Ose to rethink his ad blitz.

The “Blaze of Glory” has apparently come to an end.

Efforts to gain traction on a variety of fronts – pushing local endorsements, ethics attacks and attacking residency have been fruitless.

This would also suggest that the timing of Sue Horne’s endorsement late on a Friday afternoon of McClintock after she was widely expected to endorse Doug Ose is also no accident.

This is an amazing development as it appears that Ose was unloading his warchest to demonstrate strength to the beltway donors while he was back in Washington DC this week.

How much of his $500,000 remains won’t be known until the next filing period.

The future of Ose’s campaign is now completely in doubt.

Doug Ose's Blaze of Glory Part 2

Doug Ose’s response to the news of McClintock’s eminent announcement was predictable.

In the words of Placer CRA President, George Park: “Our dear local elected friends, who have mistakenly chosen to support Doug Ose for congress, because of the government goodies he has promised them, need to remember the following admonition from Ben Franklin as they read our continuous refutation of their position- “Our critics are our friends, they show us our faults.” We agree to disagree on Ose vs McClintock, and look forward to our victory at the ballot box.

He trotted out an e-mail signed by several local elected folks in Placer County attempting to hammer home the “Carpet Bagging” issue. The Irony is that McClintock lived in Rocklin in the past putting him physically in the 4th CD for longer than Rico, Egland and Ose combined.

The e-mail is cut and pasted here:

Dear Friend,

As Placer County Republican officeholders, we are concerned about being represented by a Los Angeles politician.

While we respect Tom McClintock and have supported him in the past, the notion that someone from Southern California can adequately address the needs and issues of Northern California is troubling to us.

We need a congressman who knows our issues and will fight for them back in Washington. In our judgment, the best man for the job is Doug Ose – not Tom McClintock.

Notes – the list of Placer County endorsers shrunk from what is on the website. Most notably, Bruce Kranz is missing.

If Ose’s best shot at McClintock is to pull the carpetbagging card, Ose is on the tracks and the train is coming.

It also suggests that Ose really wants to go back to Washington DC in the worst way – obviously, he has to know that McClintock has him down 5 to 1. How much money is Ose going to have to spend to re-invent himself as a Conservative and you can make bank that he is going to attack McClintock.

On the other blog, I posted this and the only issue anyone could bring up were technicalities about McCain Feingold.

The post was about Doug Ose attempting to scare McClintock out of the 4th CD race by spending a ton of money.

McCain Feingold wasn’t the point – the point was Ose voted to protect his own interest (changing the campaign finance rules to make challenge campaigns exceptionally difficult) while knowing he had $500,000 the source of which is irrelevant – because that $500K was exempted from McCain Feingold regardless of where it came from.

Republicans got hammered in 2006 - one of the main reasons why is because of the concept of being a Washington insider.

With McClintock’s entry in the CA-04 race already known and the time, place and date broken on the Placer CRA Blog yesterday afternoon… the hill chimes in:

The money is set to flow in the race to replace Rep. John Doolittle (Rep), especially if former gubernatorial candidate and state Sen. Tom McClintock (Rep) joins the fray.

Former Rep. Doug Ose’s (Rep) campaign told the Sacramento Bee this week that it has a $500,000 ad blitz readied in case McClintock enters the race.

“Doug Ose is committed to this race and to making people aware of his views,” spokesman Doug Elmets told the paper. “He’s got the resources it will take to get his message out.”

Elmets said the ads would not target McClintock but would play up Ose’s credentials. The wealthy former congressman had $500,000 in his campaign account when he entered the race early this month.

The race is already set to be a pitched battle between Ose and former state Sen. Rico Oller (Rep).

So Ose is set to go out in a “Blaze of Glory” – some of the $500K ad blitz has come in the form of radio ads and mailers featuring Lew Uhler calling Ose a Conservative and a Tax Fighter. (Despite Ose’s track record to the contrary)

Please note that the $500K in Ose’s campaign account was exempted from the McCain Feingold 1st Ammendment limitation law Ose voted for.

Please also note that Ose’s people decided to mention specifically that they were not going to target McClintock. A lot has been made about dirty campaigning as it related to Rico Oller – stay tuned as this blogger has recently turned up information about Ose’s campaign tactics that make arguments against Rico look absurd.

This article in the Hill proves the assertions made in the Placer CRA post yesterday about Ose being in Washington DC attempting to convince skeptical colleagues that he is the front-runner. As posted yesterday – McClintock has 70% name ID and the same poll (referenced by Jeff Flint a week ago Monday when it was being taken) shows McClintock pulling 60% of the Republican primary voters.

BREAKING - Tom McClintock to Announce Tuesday Morning in Auburn, CA

The long anticipated entry of State Senator Tom McClintock into the race for the 4th Congressional District is reality.

At 10AM Tuesday March 4th, 2008, on the steps of the same historic courthouse in Auburn, CA where Doug Ose announced a couple of weeks ago… Tom McClintock will officially launch his campaign.

Rico Oller will be discontinuing his campaign for the 4th CD and will be endorsing Tom McClintock for Congress.

The CRA will be able to convene quickly and transfer their endorsement and the Club for Growth is widely expected to transfer their support as well.

Ose has trumpeted several local endorsements and has been promoting them in a variety of media.

Doug Ose has spent an estimated $300,000 of the nearly $500,000 warchest he had left over from 1998. (money exempted from McCain-Feingold.) Despite an agressive campaign and this expenditure, Ose has gained little or no traction in polling.

Currently, Doug Ose is in Washington, DC trying to rally support from skeptical former colleagues.

McClintock has 70% name ID in the 4th CD and numbers he has show him with 60% support amongst likely voters in the 4th CD Primary.

This stands in stark contrast to Doug Ose who claims a 10% lead over Rico Oller in the primary and being dead even with Charlie Brown. (source – Ose for Congress Website)

McClintock’s entry into the race will remove the 4th Congressional from all national target lists.
